It should be abundantly clear by now (Neo-cons, your excused. You'll never learn.) that when it comes to fighting a War of choice, democracies suck. There is no more formatable fighting force then a democracy defending itself from outside aggressors.
But going out and starting a war? Maybe tomorrow or when attacked. If it quick and flashy and makes us feel good. If we see ourselves as the "white hats", the Heros swooping in at the end of the movie to save the day with fresh shiney soldier jumping from helocopters just before they touch down and the credits start to roll.
The People of Democracy don't have the time or the patients to have to pay attention to our own government going out and starting a pre-emptive war. We put people in power to figure these things out to avoid wars, because as far as most of us are concerned the mortage is due the kids are late for soccer and the President is pre-empting Desperate Houswives.
We don't want to come home at night and see heartache and bloodshed. We don't want to think about the family down the street that will never be the same when a child is lost to War. Especially if it is a war that did not need to be, waged by those who believe that War is a legitimate tool of International deplomacy. Kind of a "Pro-Choice for War".
