If Congress is insistant on wasting time passing a non-binding resolution on Iraq. How about a Resolution Resolution Demanding President Bush convene a regional summit with all parties from the area including Syra, Iran, Isreal, The Saudis, Turkey? Also representative of the Shiite, Sunni and Christian. And begin a dialoque on region wide peace. A good location to have this summit might be Iceland, because most people from the middle-east will be so freezing cold they'd probably agree to anything just to go home.
